Education in Thailand - What's new? What's still the same? Could the new budget turn the education system around?

The Thai education system has long been criticized as a major failing for the country. Government after government has promised to overhaul "education" as one of its primary electoral campaigns. Huge amounts have been spent by successive governments on funding Thai scholars to study abroad, with a view to them returning and influencing improvements. Yet, from free computers and iPads to nationalistic hymns, no programme has so far met with resounding success, and academic standards and achievements often remain low compared to many other countries.

It may be that some of the failings of the education system here are due to a bureaucratic system that is too centralized, and that the system is too big and too centred in Bangkok. While some officials at the Ministry of Education are keen to adapt and re-organize, others are over-conservative and traditional in their approach to education, and are very negative towards change. Some say the current system does not focus on teaching students to think "outside the box" or use their own initiative and be creative, and that its focus is too much on authority and complying with traditional social expectations. Students themselves say that they cannot adapt textbook knowledge to real world problem solving. Plagiarism and cheating continue to be acceptable to some as methods of personal advancement.

Now, as Thailand moves towards yet another attempt at educational reform under a new government and possibly yet another new constitution, the question invariably becomes, "What now and will it work?" 

The panel will attempt to address the shortcomings and failings of the Thai education system, and suggest what could be implemented in going forward that might help.
